Our public-sector business continues to grow, serving both federal as well as state and local and educational institutions around the world. The opportunity is still very much in front of us, very much in front of our customers, and they continue to see that opportunity and to move rapidly to the cloud. I, personally, have just spent almost five years deeply immersed in the world of data and analytics and business intelligence, and hopefully I learned something during that time about those topics. I'm able to bring back a real insider's view, if you will, about where that world is heading — data, analytics, databases, machine learning, and how all those things come together, and how you really need to view what's happening with data as an end-to-end story. We see the benefits of open finance first hand at Plaid, as we support thousands of companies, from the biggest fintechs, to startups, to large and small banks. All are building products that depend on one thing - consumers' ability to securely share their data to use different services.
Today, about eight in ten Democrats—compared to about half of independents and about one in ten Republicans—approve of Governor Newsom. In September, a similar share of likely voters preferred the Democratic candidate (60% Democrat/lean Democrat, 34% Republican/lean Republican). Today, overwhelming majorities of partisans support their party’s candidate, while independents are divided (50% Democrat/lean Democrat, 44% Republican/lean Republican).

Threats to openness have come from browsers, operating systems, app stores, infrastructure providers, and others that already have scale or provide a must-have component. Data can be monetized in nefarious ways or even used by state and non-state actors. While Americans are becoming numb to routine data breaches, including massive ones like the Equifax failure, we know that more needs to be done to stop this underworld from intercepting even more highly sensitive personal data. Transaction data will be especially useful for these purposes, and help bring an end to the current reliance on the three-digit social credit scores derived from credit reports that are cloaked in secrecy and rife with inaccuracies. The Federal Communications Commission’s number portability rules reduced switching costs by allowing customers to move their phone number to a new carrier. Decades before, the so-called Carterfone rules ensured that new devices could be interoperable with AT&T’s network, through standardized jacks and plugs, even if produced by third parties.

We see a lot of customers actually leaning into their cloud journeys during these uncertain economic times. It is interesting, and I will say somewhat surprising to me, how much basic capabilities, such as price performance of compute, are still absolutely vital to our customers. If you'd asked me 15 years ago, “hey in 2022, how much of the cutting edge of innovation do you think would be around raw performance or price performance of a unit of compute,” I wouldn't have necessarily guessed that was still as important as it is.
A common point of concern across jurisdictions around the world is how unscrupulous actors will look to harvest and hoard consumer financial data as it increases in scale. A competitive market would also lead to unbundling where companies compete on individual products, rather than relying on captive customers or cross-selling scams. When markets aren’t competitive, we feel that we need to buy additional services from a provider we already worked with. But with more seamless integration, this will give us all more choice. Financial regulators have largely complied with what dominant incumbents desire by writing complicated rules to fit existing business models.

But Republicans have chafed at what they view as anti-business practices and a lack of oversight. With about two weeks to go before Governor Newsom’s bid for reelection, a majority of Californians (54%) and likely voters (52%) approve of the way he is handling his job, while fewer disapprove (33% adults, 45% likely voters). Approval was nearly identical in September (52% adults, 55% likely voters) and has been 50 percent or more since January 2020.

The new court decision comes as the CFPB, under Biden-appointed director Rohit Chopra, has taken a more aggressive stance toward the financial industry than his Trump administration predecessors. That includes a growing focus on fintech products such as algorithmic lending and “buy now, pay later” arrangements. Chopra has also promised scrutiny over the way large technology companies are expanding into financial services. We present results for five geographic regions, accounting for approximately 90 percent of the state population.
Through these transaction accounts, the rule will be able to facilitate new approaches to underwriting, payment services, personal financial management, income verification, account switching, and comparison shopping. Finally, financial companies can find new ways to underwrite and score with less bias. Today, many companies are now exploring new underwriting models that return to core principles – assessing ability to repay without attempting to use outside information to model a consumer’s presumed ability to repay. Large incumbents will find their customers to be less “sticky” and easier to “poach.” They’ll also find it harder to impose junk fees and harvest personal financial data for their exclusive use. These and other successful examples of regulation that decentralize market power are guiding our financial data rights rulemaking. With this in mind, here is what we think a more open and competitive market could look like.
